Wikipedia indicates that Dana Carvey was born in Montana and grew up in California. He says he based the character of Enid Strict, aka The Church Lady, on women he knew growing up who would track church attendance of other people.

She is best known for the phrase Well, isn't that special said with extreme toxic sarcasm. It's a gif on Twitter, among other things.

I think it's such a popular meme because the American Deep South is the most religious part of the country and also is where we historically had slavery. So The Church Lady can be implicitly assumed to be Southern and is a mild-mannered figure of evil whose grandpa likely was a slave owner who beat and raped the people of color he owned.

It's a thought that has crossed my mind before. It is being shared because today is the start of Black History month.
